Over-achieving Metropolitan Police Service constable Nicholas Angel is promoted to Sergeant, but his resentful superiors reassign him to the small rural town of Sandford, Gloucestershire, a regular “Village of the Year” winner, and his girlfriend Janine breaks up with him due to his workaholic attitude. Angel unknowingly arrests a constable for drink-driving on his first night in Sandford, later revealed to be his partner PC Danny Butterman, a fan of buddy cop films and the son of Inspector Frank Butterman, Angel’s superior. Angel is soon frustrated by the mundanity of the village, his incompetent colleagues, and Frank’s and the Neighbourhood Watch Alliance (NWA)‘s prioritisation of low crime statistics over law enforcement.

After Martin Blower and Eve Draper, the two lead actors of an am-dram production of Romeo and Juliet whom Angel and Danny had pulled over earlier for speeding, are murdered by a cloaked axe-wielding figure, only Angel suspects foul play after their deaths are staged as a car crash
